I mean, in dresses and hats? I once saw in a supermarket with their parents and seemed quite strange. Then on the last pages of the novel by William Gaddis, JR mention something, but I can not check the reference.

It could be the crowd - the mass of young people - like the Hitler Youth
Once I saw something in the town where I lived, I think it was a game. Children wore a hat, a cane and had a jacket;
Sinatra wore a suit, as any cabaret singer at the time. A uniform is not a game, it's just wear clothes. Every child can be dressed in a suit for weddings, funerals, etc.
Another "conspiracy theory"?
